From 1865 Locomotives on Turnpike and other highways legislation, the "Red Flag" legislation, introduced a limit of 4 mph on motorways and mechanical vehicles to be preceded by a man carrying a red flag. Author LJK Setright speculated that the laws locomotives have been put in place to prevent the automotive development in the United Kingdom because of financial interests that some members of government and other establishment figures had in the development and sustainability of the railway industry. Under pressure from the motor car enthusiasts, including Coventry manufacturer Harry J. Most people who enter politics in any country, have, in general, not in the private sector, ergo are not motivated by the desire or if you want to serve. Many commercial interests, they are able to improve or protect, will, if it advances their dividends, or personal wealth. Politicians and officials are not, as I said, eager to serve the community wrongly or ethics.
