The answer to this question is pretty subjective – you'll get a different view of everyone. Let me first investigate the availability of existing steam Locomotives. There are still excellent examples of India and China, and it would be possible to buy so you want to go that route. But your question is ".. if I were to build … "I would go for a reliable and versatile design, rather than something spectacular. Canadian National and Canadian Pacific ran both locomotives were smaller than most in the U.S. They had no lack of power, a good turn of speed, and many have been more efficient than large main engines. CN 6400 series U-4 class were beautiful to see and good performers. Almost equivalent to CP "Royal Hudson" type, U-4 77 "drivers powered along them a little faster than the non-rationalization U-2. Class U CN also been the basis of design for some of the last Steam Locomotives built anywhere, a few who are still ongoing in India. They said constructed so that if there were something like a control unit for multiple Steam Engines, he worked on them.
