Steam Locomotive Fuel Consumption

How is there Locomotives in service around the world?
I try to grasp the magnitude of fuel consumption by railways I read that modern locomotives burn about 160 gallons of fuel per hour. I wonder why they do not have small steam turbines being executing out of the heat from the exhaust gas, such as the use of ships. The turbine can produce electricity, which reduce the amount of fuel needed to drive the wheels. Since modern locomotives use electric traction motors, there would be virtually no required change to the basic system.
